The back print is one of many wires sent between Iraq government and the United States during the Iran/Iraq war. Years before an invasion the United States was beginning to manipulate and destroy Iraq from the inside, supply and support them in a full scale war with Iran, it was a way to wear out both nations over years of war, sanctions, and restrictions before finally attacking with minimal risk.

This particular wire is a follow up between Tariq Aziz and then Ambassador Rumsfeld, early 80'2 under the Ford administration.
